I/o Device Error For External Hd

Hi guys,
my external hard disk won't work. First, when I turn it on makes a strange noise and is not recognized by Windows, later, Windows recognizes it - after a few minutes (in the sense that I can hear the classic Windows sound when you plug / unplug a device) but it is not accessible nor I can format it. When I try to format it I get the following message "The request could not be performed because of an I/O device error".
Any ideas on this?
