So here is what I have done
1. Installed Grid Junction
2. Shut down, hooked up UPS via serial to serial cable
3. Started up, Grid Junction does not see UPS
4. Installed CyberPower Power Panel, it detects UPS just fine
5. Uninstalled CyberPower, still no-go on Grid Junction
6. Looked in Device Manager, there is no "battery" devices
7. Tried to manually add, but I can't find the category or any drivers by CyberPower, APC, or a generic HID UPS.

What should I do?

GridJunction hasn't got serial signaling support as far as I am aware as it is generally too proprietary. It pretty much depends on USB connectivity.
